The annual Toowoomba Carnival of Flowers opened its 69th annual event at the Qantas Gala Dinner at Laurel Bank Park on Thursday 20 September. More than 200 people celebrated the beginning of the 10-day festival, with the event also featured a stunning menu celebrating local produce which was created by executive Chef Rick Osbourne.
